In a medium pot combine the water, ginger and sugar and over high heat, bring to a boil. Whisk in the ground ginger. Reduce the heat to medium or medium low and let simmer, until is is reduced by half, about 10 minutes. (Mine took longer).
Take off the heat and strain out the ginger pieces either with a slotted spoon or through a strainer.
Let the syrup cool and refrigerate covered for up to 5 days.
To make ginger ale: Stir 3 tablespoons of the ginger syrup (or to taste), into 1 cup of seltzer.
